With the increase of its strategic position,Xinjiang settlement administration in the Han,Tang and Qing dynasties progressed in administrative offices and settlement form. The development of settlement effectively ensured safety of northwestern frontiers,which was beneficial to Xinjiang＇s economy. Therefore, the achievements of the settlement development depended on how much effort the government made. And various forms of settlement,migrants settlement in particular,is an effective way to develop Xinjiang.
