目的建立一套集社区卫生服务利益相关者权益于一体的、用于社区护士工作量化考核的指标体系。方法通过文献分析构建指标备选库,采用德尔菲法实施2次专家咨询遴选二级、三级指标,并对一、二级指标赋予权重,运用综合平衡权重法修正专家咨询结果,经过专题讨论小组直接到预测评现场考察测评指标的可操作性。结果确立社区护士工作量化考核指标体系4项一级指标(监督评估、专业评估、社会评估、自我评估),17项二级指标,84项三级指标。结论依据国家公布的社区卫生服务机构的基本职能及《社区护理学》规定的护理工作内容建立的社区护士工作量化考核指标体系,能较为准确、客观地考核社区护士工作。
Objective To establish an index system for evaluating workload of community nurses. Methods Literature review was used to construct framework of the evaluation system, Delphi method was employed to conduct 2 rounds of expert consultation so as to confirm level 2 and level 3 indicators, and weights of indicators were adjusted by using variable weight synthetic evaluation. Then the operability of the system was tested by field appraising. Results The appraisal system was composed of 4 dimensions (supervi- sion appraisal, profession appraisal, social appraisal and self appraisal), 17 level 2 indicators and 84 level 3 indicators. Conclusion The evaluation system developed according to the function of community health services and community nurses' tasks can measure workload of community nurses accurately and objectively.
