以“小产权房”开发过程中政府与农民关于土地增值收益分配为线索,通过构建博弈模型分析“小产权房”现状、存在合理性及利益分配方式.引入公平性因素后,互动公平均衡结果表明“小产权房”的存在是个人效益和社会总效益的帕累托改进,在此基础上运用互动公平均衡评价寻求最佳的利益分配方式,创建土地发展权,引入农村土地制度改革,以平衡双方在“小产权房”开发过程中关于土地增值收益的分配.
Deriving from the thesis of increasing benefit assignment between government the farmers in process of developing "hou- ses with limited property rights", and using the game model, this paper analyzes the current situation of "houses with limited property rights", the rationality and interests assignment method. After the introduction of fairness factor, the result of the theory of reciprocity and fairness demonstrates that "houses with limited property rights" is the Pareto Opti- mality of the individual benefit and the entire society benefits. Based on that, this paper u:~es the theory of reciprocity and fairness to find the optimal interests assignment method, creates the land development 14ght, and introduces rural land rules revolution. The object is to balance the assignment of increasing benefit of the land between government and farmer when developing the "houses with limited property rights" .
