以技术创新理论为基础,运用2001-2011年我国西部11个省市区的省际面板数据,实证分析了环境规制对西部地区技术创新能力的影响。结论显示：环境规制对我国西部地区技术创新能力具有正向影响作用,充分验证了环境规制的＂波特假说＂。在实证研究的基础上,提出了提高我国西部地区技术创新能力的相应政策建议。
英文摘要：
Based on the theory of technical innovation,this paper makes empirical analysis of the impact of environmental regulation on regional technical innovation capability through the use of panel data of 11provinces in the western region from 2001to 2011.The empirical results show that environmental regulations offers significant positive effect on the technical innovation capability of western region,which fully verifies the＂Porter Hypothesis＂of environmental regulation.On the base of the empirical study,it puts forward the corresponding policy and suggestions to advance the western regional technical innovation capability in China.
