Through the analysis and interpretation of The Framework of Research Data Librarian’s Capability, this paper puts forward the strategy of defining the roles and functions of research data librarians, establishing the research data management system, developing the evaluation criteria of research librarians, strengthening the construction of research data librarians, and carrying out data management training programs.
