In order to research the development and evolution mechanism of shipping service cluster, on the basis of research and analysis of service cluster, the classification of shipping services, the connota- tion, the development and evolution mechanism, the development and evolution stages, the framework for analyzing development and evolution, and the developing powers of shipping service cluster are analyzed qualitatively and systematically. Beiwaitan shipping service cluster in Shanghai is taken as an example for empirical analysis of the development and evolution mechanism of shipping service cluster, and development strategies for shipping service cluster in China is put forward on this basis.
