英文摘要：

Objective To probe into public health emergency responding capacity of Centers for Disease Control and Prevention （CDC）in Heilongjiang province. Methods A questionnaire survey was carried out on 21 CDCs to get their organizational information and chose 16 CDCs to make questionnaire survey on the technical workers and indepth interview on the main managers in these organizations. Results The basic establishment and instrument in these organizations had been improved evidently; all the CDCs had made preparations for public health emergency, so emergency responding system had come into being primarily; The provincial CDC responding capacity was very well, and the capacity of the CDCs in grass roots need to be strengthened. Conclusion How to construct the responding capacity of public health emergency is a long - term topic, and it can not be done in one day; the responding consciousness and the spot managing capacity of the professional should be enhanced, especially in grass roots.
