Objective： To investigate the emergency command system situation of health administrations and analysis the influencing factors. Methods： Qualitative and quantitative methods had been used. Results： The emergency response system in Heilongjiang province has made some achievement already, and that main influencing factors are： the construction of the emergency management organizations and the supporting of the communication system.
