在国家高新区非均衡发展的背景下，以产业评价“三力模型”为依据，构建了国家高新区发展非均衡评价模型。从自主创新力、效益贡献力、国际竞争力三个维度设定了评价指标体系，采用相对偏差模糊矩阵法对54个国家高新区进行了实证分析，发现我国国家高新区已进入五层分化的内外非均衡发展阶段，并在此基础上提出了国家高新区均衡发展的建议。
英文摘要：
Under the background of national hi-tech zones unbalanced development, this paper constructs disequilib- rium evaluation model of national hi-tech zones development according to the industrial evaluation model of ＂three force＂. The evaluation index system is set from three dimensions of independent innovational capability, beneficial contributive capability and international competitive capability. This paper empirically analyses 54 national hi-tech zones by relative deviation fuzzy matrix method, and concludes that national hi-tech zones have developed into the internal and external unbalanced developing stage of five layers differentiation. Based this, some suggestions on balanced development of national hi-tech zones were proposed.
