在国家高新区非均衡发展的背景下,以产业评价"三力模型"为依据,从自主创新力、效益贡献力、国际竞争力三个维度设定了评价指标体系,采用相对偏差模糊矩阵法构建了国家高新区非均衡异化评价模型,并对56个国家高新区进行了实证分析,结论认为:我国国家高新区已进入六层分化的非均衡异动阶段,呈现出"三力"同步非均衡异化、发达→次发达城市依托选择、沿海→内陆空间层级异化布局的表现特征,并在此基础上提出了国家高新区均衡发展建议。
In the backdrop of unbalanced development of national high-tech zones,this paper sets up an evaluation index system from three capabilities,namely,independent innovation capability,beneficial contribution capability and international competition capability.A disequilibrium alienation evaluation model of national high-tech zones is established using relative deviation fuzzy matrix method and empirical analysis is performed on 56 national high-tech zones.The conclusion is that national high-tech zones have entered a disequilibrium transaction stage of six-layer differentiation,showing the features of "Three Capability" synchronous disequilibrium alienation,developed cities→less developed cities supporting choice,coast→inland space hierarchy alienation layout.Based on these,suggestions are given on balanced development of national high-tech zones.
