结合国家自主创新示范区的建设目标和功能定位,从载体支撑、自主创新、积聚辐射和外向拓展四个维度,通过示范能力关联要素理论遴选和实证筛选,设计了国家自主创新示范区"四维CIAE"甄选指标体系,并在考虑区域空间距离和发展水平差异的基础上,运用相对偏差模糊矩阵和WT指数构建了综合甄选模型;以2007-2011年指标均值为依据测算了56个国家高新区的示范能力强弱,从四大板块和依托城市两个层面分别划定优选范围,在满足约束条件下确定国家自主创新示范区最佳创建数量为7个,选定北京、上海、广州、武汉、成都、西安和大连组成优选域,并结合甄选结果特征提出了强化示范效应的政策建议;"四维CIAE"甄选体系的构建,以期为高新区示范能力诊断和国家自主创新示范区创建提供一种科学有效的评价工具。
Combining with the construction goal and the functional localization of national demonstration zone,this paper designs the"Four Dimensions CIAE"selection index system of national demonstration zone from four dimensions of carrier support,independent innovation,agglomeration radiation and external expansion,which is chosen by theoretical and empirical selection of the related elements on high-tech development zone demonstrating capacity,then establishes the comprehensive selection model by relative deviation fuzzy matrix and WT index,considering the spatial distance and development level differences of each region.Based on the average in 2007-2011,this paper estimates the demonstrating capacity of 56 national high-tech development zones,and delimits the optimal ranges from four plates and supporting cities.The result indicates that seven is the optimal created number of national demonstration zone under certain constraints,and selects Beijing,Shanghai,Guangzhou,Wuhan,Chengdu,Xi'an and Dalian to constitute the optimum region,at last gives some policy suggestions to strengthen the demonstration effect combing with the features of selection result.The construction of"Four Dimensions CIAE"selection system is aimed at provide a scientific and effective evaluation tool for the demonstration capacity diagnosis of high-tech development zones and the establishment of national demonstration zones.
