学术人力资源是大学发展的关键要素,但是,我国大学在引进人才时的"过度敛才"现象、在人才流动机制中存在的"安全岛"现象、在人才结构配置时出现的"近亲繁殖"现象等,使得我国大学在进行学术人力资源配置时出现了诸多问题,如:结构失衡、流动受阻;配置离散、效率低下;闲置浪费、效益不高。因此,要解决这些问题,必须明确大学学术人力资源的配置目标,厘清配置主体的职责与功能,建立合理的配置方式。
The academic human resource is the key factor to the university development.However,some phenomena in Chinese universities,such as the "excessive assimilation of talents",the "safe island" in the talents mobility mechanism,the "close breeding" in the allocation of talent structure,have caused many problems in the allocation of the universities' academic human resources.The problems include unbalanced structure,unsmooth flow,dispersed allocation,low efficiency,idle and waste resources,and little profit.The main causes for these problems are the deviation of allocation target position,the indistinct allocation subjects and the irrational allocation mode.Thus,in order to solve these problems,the paper proposes that universities must explicit the aim,clarify the allocation subjects' responsibilities and functions and construct a reasonable allocation mode.
