在由官方、媒体和公众三方舆论场建构的网络舆论生态系统中,存在着结构性问题:政府视公众为客体,在舆论引导中遭到总体性困境;媒体的舆论受到过度的政治经济干预,公信力递减甚至缺失;公众生产的网络谣言满天飞,冲击社会正常秩序。为超越这些危机,政府应实施主体间性理念,推动舆论生产、消费与分解的理性合一;媒体要实现结构化转型,以增强公信力来提升舆论影响力;公众须提升信息素养,以言论自律形成人人把关的和谐舆论生态,最终实现网络舆论生态文明。
There is a structural problem in the ecological system of network public opinion, which is constructed by three public opinion fields of the government, the media and the public. The government looks at the public as the object and gets into total dilemma in the guidance of public o- pinion. The public opinion of the media is unreasonably intervented by politics and economy, thus public trust on the media decreases gradually even exists in deficiency. Canard of internet produced by the public exists everywhere and impacts the normal social order. In order to surpass these crises, the government should implement the idea of inter-subjectivity to rationally push the production, con- sumption and decomposition of the public opinion together. The media should realize the structural transition to increase its public trust to promote the influence of public opinion. The public should upgrade the information literacy, foster self-discipline of speech to form the harmonious public opin- ion ecology which everybody is the gate-keeper, and realize the ecological civilization of network public opinion in the end.
