As the objectives of family planning policy change from lowering fertility to stabilizing low fertility level, comprehensively addressing population issues and achieve a long - term balanced development of population, and as benefit - guiding methods, means and measures enrich and expand constantly ,the population and family planning benefit -guiding policy also faces with some new research, which include primarily assessing scientifically population and family planning benefit -guiding policy, building and improving policy coordination mechanisms between inclusive and benefit - guiding policy, and clearing the direction of family planning benefit - guiding policies in the context of long - term balanced development of population.
