随着外资在中国经济参与度的加深,中国能否借助外资实现区域经济的可持续发展是一个很值得关注的问题。本文从资本形成的角度横向分析外资对广东和江苏区域经济增长的短期和长期效应。研究表明,外资对广东经济增长只具有短期效应,而外资对江苏经济增长却具有长期效应。本文从不同来源国外资所蕴含的技术和管理的知识水平、现有的产业政策和企业经营理念的锁定、吸引外资前的内资企业发育状况三个角度,探索了外资对广东和江苏经济可持续增长存在差异的原因。

英文摘要：

With the increasing influence of foreign direct investment（FDI） on China economy,weather or not China can make use of the FDI to improve the sustainable growth of regional economy is becoming an important problem.This paper analyzes the short-term and long-term effects of FDI on the economic growth from the perspective of capital.The empirical results shows that,FDI only has short-term effect on the Guangdong economic growth while has long-term on Jiangsu.This paper discusses the reasons of FDI different effect on Guangdong and Jiangsu growth from three aspects： the level of technology and knowledge from different countries,industrial policy and enterprise principle of management,the ability of local firms before attraction FDI.
