高技术产业知识产权运营效率直接影响和决定着高技术产业的发展。在运用DEA经典模型的基础上,引入两个虚拟决策单元,建立了基于DEA和TOPSIS的评价模型,对我国30个省区高技术产业知识产权运营效率进行实证分析。评价结果表明,我国高技术产业知识产权运营整体效率偏低,区域知识产权运营效率与地区经济情况不呈绝对正比关系。根据评价结果,提出了相应的政策建议。

High technology industries benign development fundamentally depends on the industry＇s intellectual property operation strategy and operation efficiency,based on the classical model using DEA,analysis high technology industries＇ intellectual property empirical operation efficiency of 30 provinces,the evaluation results show that the operation of high technology industries intellectual property is in a low overall efficiency,regional intellectual property operation efficiency and regional economic situation is not absolutely proportional;and according to the evaluation results puts forward relevant policy suggestions.
