在总结软件开发特点的基础上，以生命周期视角使用WBS—RBS方法对软件开发风险进行识别，建立了软件开发风险评价指标体系，并对开发过程进行风险评估，然后通过中铁十八局中天山项目动态成本控制软件的开发实践对其进行实证检验，最后提出风险控制策略。
英文摘要：
This paper summarizes the characteristics of software development,uses WBS-RBS method from the view of life-cycle to identify the risks in software development, constructs risk evaluation system for software development, and evaluates the risks in development process. Then we test it through the dynamic cost control software of China Railway 18th Bureau＇s Zhongtian Mountain projec＇ and proposes risk control strategies at last.
