英文摘要：

Based on the system of collaborative theory and from the angle of process,this paper divides regional intellectual property strategy system into three sub-systems： development,operation and protection.Using order parameter method,the paper analyses the theoretical frame of synergy running mode of regional intellectual property strategy system with the action of government departments and establishes order and synergetic degree models.Taking the three provinces in northeast China for example,the research makes an empirical analysis,comparing and analysing the order degree and synergetic degree of sub-systems and the system vertically and horizontally,measuring and appraising the operational state of regional intellectual property strategy system.Finally the research verifies the feasibility and effectiveness of the method as well as the scientificity of the research results.
