经过三十多年改革开放,我国粮食流通体制正逐步向市场化方向迈进,但粮食生产、流通与消费的衔接方式却没有大的改变。相比工业品流通组织和业态创新速度来说,粮食流通组织创新一直是滞后的。文章深入分析了粮食流通的基本规律,指出粮食流通不同于一般工业品,存在着天然高流通成本的特性,需引起政府和科研人员的关注。在此基础上,提出粮食流通链创新必须从粮食流通天然高成本弱势的基本特点出发,立足于实施、保障、手段三大现实基点,围绕不同产销规模的粮食生产主体构建粮食批发、零售等环节的组织链接和业态创新模式。
After more than thirty years of reform and open up, China's grain circulation system is gradually moving towards market-oriented manner, but the cohesion mode of grain production, circulation and consumption has not obviously changed. Compared with the innovation of organization and forms of industrial distribution, the innovation of grain circulation organization has been lagging behind. This paper analyzes the basic norms of the grain circulation deeply, and puts forward that government and researchers should pay attention to the natural characteristics of high costs of grain circulation which is different from general industrial products. Based on the analysis above, this paper points out that the innovation of grain circulation chain in China should, considering the basic characteristics of natural high circulation costs of grain circulation, establish three practical base points: implementation, support and measures. Then this paper suggests an innovation model of grain distribution organization links and forms for wholesalers and retailers based on different size of production and sales.
