引导和支持知识密集型服务企业创新是我国现代服务业发展的重要任务。知识密集型服务企业是现代服务业创新的最重要主体，但仍存在创新投入不足、创新效率偏低、创新能力不强、知识外溢效应较弱等突出问题，严重制约现代服务业发展和关联产业升级，难以有效促进地区经济发展方式转变。在回顾和总结已有相关文献新近研究进展的基础上，从政府支持视角出发，尝试性地构建了知识密集型服务企业创新的理论分析框架，并进行了相应的分析和解释，由此阐述运用这一分析框架进行理论研究和实证分析应当注意的若干基本问题，最后讨论了文章研究的学术意义。

英文摘要：

Guidance and support of Knowledge-intensive Business Service （KIBS） enterprise innovation are important task of modern service industry development in China. At present, KIBS enterprises have become the most important parts of mod-em service industry innovation. However, there still exist some outstanding issues of KIBS enterprises innovation, such as in- sufficient input, low efficiency, weak capability, poor knowledge spillover effect, which have seriously restricted modem serv- ice industry development and related industrial optimization and upgrading, and regional economic development mode transfor- mation. On the basis of reviewing and summarizing the progress of recent literatures, this paper has attempted to construct a theoretical framework of KIBS enterprise innovation from the government support perspective. Then some related analysis and explanation have been discussed. And this paper has put forward some key questions when the framework is to be used to do theoretical and empirical analysis. Finally the academic significance has been discussed.
