The reasons for emphasizing the planning elasticity of overall land planning in county level are its status in five-level overall land planning, the complexity and contingency of developing county economy and the demand of county-level land management.The purpose of this paper is to explore how to achieve the planning elasticity of the county-leveloverall land planning. The method employed in the paper is the literature reviews and the inductive and deductive methods. The general idea, basic principles and key points for achieving the planning elasticity of the county-leveloverall land planning are put forward, in which the key points include the elasticities of planning goal, planning indexes, planning use and planning layout.
