The authors analyze the influencing factors of farmers the cooperative supply willingness to participate in the small water conservancy facilities, from the dual perspective of the community factors and farmers considerations, using the data of the survey of 700 households in 20 villages in Sanyuan County, Shaanxi Province by hierarchical linear model. The results show that the farmers＇ cooperative variability of 49.5% caused by community factors, community and farmers will affect farmers＇ cooperation interactively. The authors suggest cultivating farmers＇ social capital, regulating community water environment, strengthening community civilization, raising the enthusiasm of the farmers to participate into the cooperation in the supply of small water conservancy facilities in rural communities.
