Based on 328 effective urban and rural residents’ questionnaires collected from Linyi city in Shandong prov-ince,the paper employs the contingent valuation method （CVM） to measure the compensation standard of cultivated landprotection in Linyi city,and makes a scenario simulation analysis. The results show that： the annual average willingness topay for cultivated land protection of urban and rural residents are 46.21yuan/hm^ 2 and 24.51yuan/hm^2 respectively,and thetotal compensation value of cultivated land protection is 30.081billion yuan in Linyi city in 2012. The scenario simulation re-sults also indicate that： the farmers’ average annual net income can increase by 4,180.32 yuan and reaches 13,329.32 yu-an,and the ratio of urban and rural residents’ income will increase from 37.42 percent to 54.51 percent if the full com-pensation is paid,which can narrow significantly the gap between urban and rural residents’ income.
