the direct consequence of the rapid advance of industrialization and urbanization is the Land Conversion.The defects of China＇s land system and relevant laws and regulations lag,making risk of social stability in the process of rural land expropriation and non-agricultural development will continue to increase,has become the constraints of China＇s rural land system reform and new urbanization.Therefore,there is an urgent need to strengthen top-level design of the system,it is necessary to the establishment of the current constitution,the land for all system and land management laws and regulations related to make reform and reconstruction and provide a solid legal support and system guarantee for the legal land rights and interests of the landless peasants,but also the local government innovation in social governance, enhance the development ability of the rural collective organizations,to remove the obstacles of a new round of reform of China＇s rural land system.
