Based on public policy nature and barrier analysis of rural health workforce building, we establish a theoretical frame from WHO health workforce strategy targets. From the four aspects of idea, model, action, measure, the policy recommendations conclude management policy, regulation policy, medical education policy and health workforce supporting policy.
