英文摘要：

The objective of the paper is to study the impact of the essential medicine system on out-patient service in township hospitals. Taking two counties in Shandong Province as an sample, the changes of medicine price, reimbursement ratio by NCMS, outpatient costs of per time and the number of the out-patient are analyzed. The result shows differences in different situations. Finally the recommendation is to maintain the continuity of the essential medicines policy, to provide financial assistance to support the normal op eration of health institution, and to take measures to the implementation of the system.
