To understand the change of township health centers in Shandong Province after health reform, the paper analyzes the change of facilities, human resource for health, material resources, financial resources and utilization before and after health reform. It reveals that the facilities distribution is more optimizing, the utilization is increased and the efficiency is improved, however, the quantity and quality of health workforce need to be improved, the health seeking behavior of rural residents is still irrational. It is sug- gested that health resource should be integrated, the quantity and quality of health workforce should be improved, in order to improve the utilization efficiency and the health seeking behavior of rural residents.
