Structure Policy Network affects characteristics and selection of policy tools, and different policy tools reflect actors ＇values and behavior patterns in policy networks. The choice of policy instruments should change with changes in policy networks. In the planned economy era, the government prefers to control class tools. In the beginning of reform and opening up, the government imple-ments economic incentives class tools, supplemented by information transmission class tools. As China ＇s economic development has entered a new stage of normality, the government needs to be more rational policy tool selection and timely innovation.
