针对当前国土资源执法监察工作所面临的动态监测与管理难题,提出一种基于3G和3S技术的国土资源动态监察系统。该系统采用分层结构搭建国土资源动态监察系统的总体架构,使用基于工作流的协同办公和异构数据交换和集成等关键技术。在成都市进行综合应用示范,基于该架构开发与建设了成都市土地执法监察管理系统。通过在成都市及下属20个区(市)县的推广应用结果表明,该系统的推广应用有效遏制违法违规用地的发生,促进执法监察工作规范、高效和常态化,显著降低了办公成本。
In light of the dynamic monitoring and management challenges confronted currently in law enforcement and supervision works in regard to country land and resources, we present a 3G and 3S technology-based land and resources dynamic monitoring system. The system uses hierarchical structure to build its overall architecture, adopts the workflow-based cooperation office technology and the technologies of heterogeneous data exchange and integration. The comprehensive application and demonstration have been carried out in Chengdu. Based on this architecture, the law enforcement and supervision management system for the land of Chengdu is developed and established. This system has been promoted and applied in Chengdu City and to its affiliated 20 districts ( municipalities or counties). Results show that the promotion and application of the system effectively leash the occurrence of illegal and irregular land use. It facilitates the standardised, efficient and nonnalised law enforcement and supervision works, and curtails the office costs as well.
