During the early period,a positive progress had been made in the rural economy＇s development.The prominent performance for the farmer was to enjoy the market price mechanism and the government policy＇s active responses,the countryside production efficiency had got enhanced,but afterwards,the rural economic development witnessed itself in a difficult position.From the farmer economy rationality and the growth of the market＇s angle,we find it is the lagged rural economy system,especially the independent property system and the protection property right complete law arrangement flaw,that has caused the rural economic development transaction cost and organization expense to increase,and intensified the rural economic development uncertainty and the inefficiency.Based on this analysis,the rural economy＇s development lies in the further advances of the countryside system reform,and protection of the farmer independent property right,and strengthening the legislative work in order to save the transaction cost,only then can we raise the production efficiency and promote the rural economic development.
