工程可行性研究通常主要关注的是工程中的技术、经济和物质(包括资源能源)方面的可行性,而较少注意到公众对工程活动的可接受性。其结果不仅造成公众对某些工程活动的抵制和不合作,政府、企业和工程技术人员也因此失去了公信力,并且造成巨大的经济损失。因此,无论是从理论上还是从实践上来看,都有必要将公众的可接受性纳入工程可行性研究的范围。文章从社会技术系统论出发,以大连PX项目为例,对现行的工程可行性研究的向度进行了系统反思;在此基础上,进一步阐明可行性概念的特征,指出现有的工程可行性研究忽视了对工程中公众可接受性的考量;进而分析可接受性的内容以及工程可接受性中存在的多元价值冲突;文章提出,基于公众沟通基础的可接受性研究是工程可行性研究的重要组成部分和工程成功的保障。
Most engineering feasibility studies up to now focus on technological, economic, and material (including resources and energy) feasibilities, while overlooking the public acceptability of engineering, which not only leads to public resistance, but also results in the loss of credibility in government, enterprises and engineers and technicians. Some engineering projects also cause huge waste in natural and financial resources. In this sense, it is necessary to integrate acceptability studies into the concept of engineering feasibility studies. From the aspect of socio-technical system, taking Dalian PX Project as an example, this paper analyzes the deficiency of the current feasibility concept in theory and practice and reflects on the characteristics of feasibility, pointing out that current engineering feasibility studies ignore the dimension of public acceptability of engineering. And then, this paper reconsiders the contents of acceptability and multiple value conflicts in engineering acceptability. Finally, this paper suggests that the acceptability study, which is based on sound public communication, is the important element of engineering feasibility study and guarantee of engineering success.
