根据辽宁省5个矿业城市的调查数据,从经济结构转变、劳动力供给、职工自身素质和就业观念四个方面,对辽宁省矿业城市失业与再就业状况进行了分析,认为矿业城市下岗失业人员多,年龄大、女性比例偏高、文化层次低、职业技能差、生活困难、贫困人口多、社会潜在危害大。针对当前再就业工作中存在的劳动力市场不健全、社会保障体系不完善、中小企业发展缓慢、非公有制经济发展滞后和培训工作不足等问题,提出拓宽渠道开发新岗位、加强技能培训、转变观念、发展非正规就业、做好基本生活保障和劳务输出等工作。
According to research data of five mining cities of Liaoning, the paper analyzes the transition of economic structure, the labor supply, the capability of the employees and the employment concepts and concludes that there are more unemployed people in mining cities. Furthermore, the elder and female ratio is high, the culture level is low, the skills are weak and many poor people are living a difficult life. As for many problems including the imperfect labor market, the unimproved social security system, the slowly-developing small-middle enterprises, the back-developed economy and the unenough training, the paper puts forward some suggestions: enlarge and develop new positions, strengthen the skill training, change the ideas, develop informal employment and make sure the basic life security and labor export.
