提高应急项目管理水平是世界各国始终关注的重点。当前国内外针对应急项目管理的研究主要集中在应急项目管理理论模型、应急项目管理体系以及应急项目管理量化决策三个方面。但由于应急项目管理过程和组织具有临时性、动态性和一次性的特点,决定了应急项目管理过程是一个需要迅速构建稳定的多组织协同关系的过程。在这个过程中,如何迅速促成多组织协同并实施应急项目将成为应急项目管理成败的核心问题。而要实现多组织的协同需要解决两个问题:参与组织愿意优先选择应急项目和保证应急项目利益得到合理分配。为此,本文运用合作博弈理论构建了项目选择算法,分析了在有无项目预算两种情况下,促进多组织协同的充分条件;并通过制定多组织协同策略,保证多组织间协同完成应急项目。
Emergency management remains the research highlight in the world all the way. The current research of emergency management is focusing on three aspects, including emergency management theoretical model, emer- gency management system as well as quantitative decision-making in emergency management. But as the emergency management process and organizational structure are temporary, dynamic and one-time, it needs to build a stable or- ganization collaborative relationship. During the process, how to quickly boost commitment and implementation of e- mergency project will become the core issue in successful emergency management. In particular, the multi-organiza- tional commitment requires solving two problems, that is, preference for emergency projects and participating organi- zations to ensure rational interest allocation. Therefore, the article applies cooperative game theory to construct the project selection algorithm, which is used to analyze sufficient condition to boost multi-organizational synergy in the conditions whether there are project budgets or not, and proposes multi - organizational synergy decision strategies to ensure the accomplishment of emergency projects by multi-organizations.
