随着新兴经济体群体性崛起,世界经济重心转移重塑了世界经济格局,全球经济治理面临严峻挑战,已无法适应当前的世界经济新形势,全球经济治理制度变迁已是必然。但制度变迁的方向却仍然掌握在发达国家手中,变迁是渐进式的、多元化的。在制度变迁进程中,国家偏好尤其是发达大国的偏好决定了全球经济治理的路径选择类型。在形成最优的全球经济治理制度之前,大国俱乐部制度与区域多边制度的共存将成为可供选择的次优路径。G20作为同时包含两种制度、两大利益集团的"双核"体系就是一个典型的制度变迁中两种路径兼容的例子。
Along with the group rise of emerging economies and the displacement of center of the world's economic gravity reshaping the world economy,global economic governance faces severe challenges,which has been unable to adapt to the new situation of the current world economy,and institutional change of global economic governance is inevitable. The direction of the institutional change of global economic governance is still in the hands of the developed countries,change is gradual and diversified. In the process of the gradual change,the national preferences especially developed countries' preferences determine the evolution path of global economic governance. Before the formation of the optimal institution of global economic governance,the co- existence of club institution and regional multilateral institution will become a suboptimal path to choose. As a "dual- core system"contains two major interest groups and two institutions,the G20 is a typical example of the two paths compatible in institutional change.
