英文摘要：
From the perspectives of the characteristics of the two stages in hi - tech industry, The author established a new index of input and output, improved the new DEA model network and made a research on the overall efficiency of R＆D activities and the efficiency of the two stages. Besides, the author also put forward several recommendations on the establishment of ＂ high expenditure for acquisition of foreign high technology and low expenditure for technical renovation＂ mode in order to lift the stage efficiency of high - tech industry.
