合肥市为加快承接产业转移，形成资金合力，支持产业升级，优化政府在市场经济中的作用，从2008年起陆续出台了财政支持经济发展四大产业政策。然而现代政策的实施过程具有一定的黑箱效应，难以确切了解政策的实际绩效，于是绩效评估对于导和改进政策有着十分重要的意义。本文设计了一套具实操性的政策绩效三维评估方法，尝试采用计量分析和统计分析方法，还原合肥市“四大政策”的真实动力，全面评价“四大政策”的绩效并提出了相关政策建议，同时也给出了一种政策绩效评估的方法尝试。

英文摘要：

In order to speed up the industrial transfer, form the capital resultant, optimize the role of government in a market economy, and support the industrial upgrading, Four-Policies were introduced by Hefei since 2008. But Black-box effect existed in the implementation process of the modern policies, the actually performances of policies cannot be found out exactly. Policy performance evaluations played very important roles in the improvement and guidance of policies. A rigorous and operational Three-dimensional method of policy performance evaluation was proposed in this paper. Measurement and statistical analysis were applied, trying to find out the true power of Four-Policies of Hefei. The performance was tried to e- valuate fully Four-Policies of Hefei and put forward some policy suggestions, meanwhile, a kind of meas- ure for policy performance evaluation was also proposed.
