Ethnic identity crisis has become a worldwide issue and gotten the higher concern for the majority of multi-ethnic country. Turkey＇ s national practice offers another kind of thinking, which is getting traditional culture under modem institutional reforms to reconstruct inter-ethnic identity. This idea for this multi-ethnic country also has important valuable？reference. Put the n＇aditional mind culture into the modem the track of rule of law and democracy in order to establish the basis of the contemporary national identity. Put Virtue into the framework of legal system to ensure the reconstruction of national identity, and make virtue as democratic aspirations so as to promote the realization of national identity.
