我国中小高科技企业主要分布在发达地区,欠发达地区要实现追赶战略必须大力发展包括中小高科技企业在内的所有高新技术企业。综合分析了我国欠发达地区中小高科技企业存在的主要问题,包括人才、制度、主体、文化、信任、引力等方面的问题,并在此基础上提出了相关对策,具有重要的理论价值和实际意义。

The medium and small high-tech enterprises of our country are mainly distributed in the developed areas, so the lessdeveloped areas should develop all new high-tech enterprises including medium and small high-tech enterprise in a more costeffective manner if it＇s ready to utilize the strategy of catching with. The paper analysed the problems comprehensively which existed in the medium and small high-tech enterprise in less-developed areas of our country, such as talent, system, subject, culture, trust, gravitation, etc.Then,the study proposed some relevant countermeasures on this basis which had important theory value and actual meaning.
