Appraisal index system of high new technique enterprise cluster and comprehensive appraisal model of DEA （data envelopment analysis）are constructed in this article, and comprehensive appraisal and empirical analysis on high new technique enterprise cluster with DEA model are implemented to afford lessons that enhance the competitive and economic and social benefit of enterprise within clusters.
