“结果导向”的政府绩效评估在执行过程中,存在指标失灵、目标偏离和基层地方政府间的合谋等异化现象,加之在“GDP”主义政绩观和发展观驱使下,民众绩效认同度普遍较低,就会产生开展政府绩效评估无法持续改进政府绩效的悖论。基于混沌理论视角可以发现,地方政府绩效评估悖论作为各种评估模式在系统宏观层面的涌现现象,是在初值偏差的触发机制、群体共鸣的响应机制,以及悖论涌现的协同反馈机制之下形成的。从矫正评估结果初值偏差和防止民众对绩效偏差的群体共鸣入手,可以有效抑制评估悖论的形成。
The "result-oriented" performance evaluation of government has some alienation phenomena such as index failure, target deviation and collusion between local governments in the process of implementation, and driven by the view of achievements in one's official career of the only GDP and the view of development, the public's degree of recognition of the government performance is generally lower, which may result in the paradox that the performance evaluation of government is unable to improve the govern- ment performance continuously. From the perspective of chaos theory, the paradox of performance evaluation of local governments as a phenomenon occurred at the systematic macro level by various evaluation modes, is formed with the establishment of the trigger mechanism of initial value deviation, the response mechanism of group resonance and the collaborative feedback mechanism emerging from the paradox. The formation of the evaluation paradox could be suppressed effectively by correcting initial value deviation of the evaluation results and preventing the public's group resonance of the performance deviation.
