近十多年来,政府绩效管理一直是中国政府管理实践和公共管理研究的热点主题,被誉为"行动中的公共行政学"。目前,其已成为我国政府行政改革的重要工具和内容,地位和重要性益发重要。为了促进中国政府绩效管理知识的增长及对实践更好反馈,我们有必要对其研究发展脉络进行总结、梳理,对变化趋势进行识别、展望。因此,利用CiteSpaceⅢ对CSSCI数据库中"政府绩效管理"主题文献进行了聚类和突变分析。发现政府绩效管理的公共性、"服务导向"、评价体系建设、"第三方评估"、"政府绩效审计"等是政府绩效管理研究的热点主题,这些主题产生与国外政府绩效实践和研究发展,国内实践出现的问题联系紧密;而"公共价值"和政府绩效管理的结合,政府绩效管理与国家治理体系及治理能力的结构,与行政体制改革趋势结合共同构成中国政府绩效研究的前沿。
For a decade or so, the government performance management has been the hot topic of public management practice and research, being hailed as "public administrative science in action". At present, it has become an important tool and content of the government administrative reform in China; its status and importance are increasingly emphasized. In order to promote the growth of the Chinese government perfor- mance management knowledge and to better cope with feedbacks, it is necessary to summarize and analyze the process of its development, upon which a better vision will be obtained in terms of its future tread. There- fore, by means of CiteSpace, papers working on the theme of "government performance management" in CSSCI database have been collected and categorized, and mutation analysis is done. The result shows that "publicity", "service-oriented", "construction of evaluation system", "third party assessment", "government performance audit" are the key words in government performance management research, which is closely related to the intension to learn from the overseas government performance practice and solve the problems China is facing. The forefront of Chinese government performance research is mainly composed of the following three aspects: 1) the integration of "public value" into the government performance management, 2) the structuring and negotiating of government performance management, national governance system, and the governance capability, and 3) the trend of the reform of management systems.
