Leadership is the core factor of performance management based on cooperation network. The re- search shows leadership under network structure is remarkably different from the traditional leadership based on bureaucratic system. Within the framework of government performance governance theory based on pub- lic values and through case study, this paper presupposes four points, i.e., network structure, preferences and conflicts, performance leadership and performance as a result, to code quantitatively the multi-source data of Pinqinghu Pursue Net Removal Incident and form a "structure-strategy-function" analysis framework for per- formance leadership. Further, it answers the question how leadership system improves cooperation to realize governance performance from the perspective of network structure and performance. The research finds that administration, market and confidence is the main coordination mechanism for performance leadership to play its role while communication is the core professional ability of a leader.
