There are three questions have been discussed in this paper： Firstly, the relationship between the basic public services and the county economic development; Secondly, the status and problems of basic public services development in China＇ s county area; Finally, some countermeasures are proposed. The core viewpoint of this paper is that the basic public services equalization is very helpful for the county development, the causes of the regional difference of the basic public services lies in two aspects： objective and institutional （subjective）, we should insist on the people-based concept of service and establish the people-based institutional environment for promoting the basic public services equalization development in China＇ s county area, especially in promoting the migration from the rural area to the urban area and regional integration.
