排水行业顺应市场经济转轨趋势,经营管理体制由行政垄断向民营化转变,已经取得进展。然而各地改革模式不同,排水行业运营模式基本分为专业集团、厂网统一、厂网分离、公司化运营四种,且四种模式各有利弊,难以统一。基于多中心治理理论,提出多中心目标体制,明确政府、企业、行业、消费者四大主体的责任关系,在运营模式上提出事企分开提高运营效率,职能分工加强企业竞争力。同时从理顺监管体制、规范市场化改革操作、推进公众参与等方面提出排水行业管理体制改革的建议,保障改革的顺利进行。

英文摘要：

The management system of drainage industry turned into a direction of privatization from administrative monopoly.There are different reform patterns which have their virtues and their faults across the country.Drainage industry operational patterns includes professional group,separation of sewerage plants and pipes,unity of sewerage plants and pipes,corporation.Based on Polycentric Governance theory,this paper developed a system called polycentric target which identify different responsibility of government,regulators,companies and consumers.In order to improve management efficiency and strengthens company competitiveness,we have to separate companies from public institutions,make a clear distribution of sewerage plants and pipes.Meanwhile in the paper,the proposals are given about straightening out management responsibility,standardizing reform ways,improving public participation.
