Target plays an important role in the government performance management.This issue applied cloud theory to study China's urban drainage industry governance performance management target network.Research conclusions show that supervision authority should be multiagent,competent organization should be multiple layers from central to local levels,drainage data should be from a variety ways including actual monitoring,rural sensing monitoring,public opinion and so on,management region should cover all the sewerage plants and pipes,evaluation time should cover early,mid and late stage of sewage treatment.Base on the target network,actual drainage industry governance performance management will start with cost,output and social effects.Process includes making an master plan,preparing a set of indicators,establishing the database,carrying out the annual measurement and opening towards the society.
