In the late Western Zhou Dynasty, the Chengzhou City located to the north of the Luo River and crossing the Chan River declined and the new city at present-day Hanqi Village was planned and constructed. The burial materials and textual records related to the Luoyang Basin showed that the location of the new-built "Chengzhou" City was transferred eastward from the north of Luo River to the present-day Hanqi Village. This new plan and construction had complicated historic background; the most conspicuous problem was that during the reign of King Xuan of the Western Zhou Dynasty, the Zhou court was at the climax of the warfare between the east and the west, and the Hanqi Zhou City was very probably built in the reign of King Xuan, and the clan of Duke Mu of Shao (Shao Bohu), who was one of the most important supreme ministers of King Xuan, might have participated in the construction of the new Chengzhou City.
