英文摘要：

Objective To determine the master- subordinate relationship of problems in the field of food safety,to judge the specific problem＇s influence on the fundamental objective of food safety. Methods Data was collected by consulting 37 experts,and the importance indexes of problems were calculated using Analytic Hierarchy Process; 34 problems were classified into 3 groups,named important,general and unimportant problem,by K-Mean Cluster Analysis.Results There were six important problems in the field of food safety; ranking by important index,in the top 3 as following： food safety management involved multiple departments,and the overlapping responsibilities and regulatory gaps existed among departments; blind spots existed in national food safety legal system,and punishment was too light; management system of food retail and catering enterprises was not perfect,and marketing channel was irregular.Conclusions The problem that food safety management involved multiple departments,and the overlapping responsibilities and regulatory gaps exist among departments was the most important problem in the field of food safety.The problems in the layer of process and structure were more important than those in the layer of resource and consequence.
