目的:明确食品安全领域内问题的主次关系,判断特定问题对领域基本目标影响力的大小。方法:根据卫生系统宏观模型建立食品安全领域问题层次结构模型,通过食品安全领域内37位专家的论证获得问题重要性数据,利用层次分析法计算领域内34个问题的重要性指数,采用K-均值聚类法将问题划分为重要、一般、不重要3类。结果:食品安全领域34类问题中,重要问题有6个,重要性指数排序前3的分别为:"食品安全管理涉及多个部门,部门之间职责交叉和监管空白并存"(0.053)、"食品零售和餐饮企业管理制度不完善,购销渠道不规范"(0.049)、"国家食品安全法律体系存在监管盲区,罚则太轻"(0.046)。结论:"食品安全管理涉及多个部门,部门之间职责交叉和监管空白并存"为食品安全领域内最重要的问题;在问题层次结构模型中,中间结构和过程层问题的重要性高于资源和结果层的问题。
Objective To determine the master- subordinate relationship of problems in the field of food safety,to judge the specific problem's influence on the fundamental objective of food safety. Methods Data was collected by consulting 37 experts,and the importance indexes of problems were calculated using Analytic Hierarchy Process; 34 problems were classified into 3 groups,named important,general and unimportant problem,by K-Mean Cluster Analysis.Results There were six important problems in the field of food safety; ranking by important index,in the top 3 as following: food safety management involved multiple departments,and the overlapping responsibilities and regulatory gaps existed among departments; blind spots existed in national food safety legal system,and punishment was too light; management system of food retail and catering enterprises was not perfect,and marketing channel was irregular.Conclusions The problem that food safety management involved multiple departments,and the overlapping responsibilities and regulatory gaps exist among departments was the most important problem in the field of food safety.The problems in the layer of process and structure were more important than those in the layer of resource and consequence.
