文章采用我国三北地区2009~2012年相应数据,构建超效率DEA和Malmquist指数模型对其风电投资效益进行测度和比较。结果表明:西北地区综合技术效率明显低于东北与华北地区,其中规模效率是影响风电综合技术效率高低的关键因素;另外,区域间技术进步指数的悬殊是造成三北地区风电经济效益差异明显的主要原因。最后提出各地区应该加强技术开拓,提高风电规模效率,合理选择发电厂以减少弃风现象等建议。
In recent years,the State attaches great importance to the development and utilization of wind power,regional investment have increased,but the efficiency of investment in different regions is uneven.Based on the ultra-efficiency DEA model and Malmquist index,this paper analyzes the investment benefits of wind power in three northern regions of China by using the data of the regions from 2009 to 2012.It is found by case calculation that the integrated technical efficiency in Northwest territory is significantly lower than in Northeast area and North China,scale efficiency is the key factor which impact the integrated technical efficiency of wind power;Further the economic benefits of wind power in three northern regions are deeply influenced by regional technological progress index.Finally,this paper proposes that regions should strengthen technology development,improve the scale efficiency of wind power and make a reasonable choice for the construction of wind power plants to reduce the waste of wind resource and so on.
