在排污权的两级市场中,政府和排污企业之间存在着一定的层次关系,两者相互干预并相互制约,这种关系直接影响着排污权的配置。采用双层规划模型来描述排污权交易系统的资源优化配置问题,根据排污权分配过程中各参与主体的行为特征,将区域政府和排污企业分别作为上、下层决策者,建立了区域政府以区域总体经济效益最大和社会污染最小,即社会福利最大为目标,而排污企业以个体经济效益最大为目标的双层规划模型。设计了基于Pareto最优解集的粒子群优化算法,结合算例验证了模型的合理性和算法的有效性。
In the system of two levels tradable permits,there is a certain hierarchical relation between the government and polluters,while both influence each other.The relationship will affect the allocation efficiency of tradable permits.The emission permit optimal allocation is studied by bi-level programming.The region authority.According to the participation behavior characteristic in the process of the emission allocation,the regional government and polluters are regarded as the upper level decision maker and the lower level decision makers respectively.Then,a bi-level multi-objective programming model is established,in which the upper level decision maker regards the maximum income and the minimum pollution damage of the society,and the lower level decision makers regard the most optimal income.According to the Pareto optimal solution,a new PSO algorithm is presented.Finally,an example is given to illustrate the feasibility of the model and the algorithm.
