中小学教师职称制度是关系中小学教师生存与发展的大事,同时也是体现中小学教师生命价值和意义的重要标志。基于现有职称制度中常见的如目的与手段倒置、评审条件偏离教学、限额带来扭曲性竞争等问题,2015年中小学教师职称制度改革"新规"在实施过程中应注意突显职称评审的激励性、慎重对待科研论文的要求、进一步明确职称等级等方面的问题。
Professional title system of primary and secondary school teacher is not only critical for primary and secondary teachers' development,but it is also an important symbol of their life value and significance. There are some problems existing in the previous professional title system,such as inversion of purpose and means,assessment of the conditions of deviation from teaching,distortion competition due to quota etc. Therefore,in the new reform on the profession title system of primary and secondary teachers,attention should be paid to highlighting the incentive of professional title evaluation; the requirements for scientific research papers should be properly handled,and professional title grade should be further clarified.
